The Department of Homeland Security (DHS), Office of the Chief Human Capital Officer (OCHCO) is updating current and target state Human Capital processes, data standards, and supporting business systems for the entire DHS enterprise (i.e., all DHS Components), referred to as the Human Capital Segment Architecture (HCSA) Blueprint. Comparing and contrasting those blueprints allows DHS OCHCO to identify gaps in HR capabilities and prioritize Strategic Improvement Opportunities (SIOs) to close those gaps for the DHS enterprise.
As a result, OCHCO is seeking market research information to develop an acquisition strategy to acquire services for several of its strategic initiatives as described in the attachments (OCHCO HRIT SIO - Request for Information_Industry Day Notice_Final and Attachments I-X).

The intended outcome of this RFI/Draft SOW release, planned Industry Day, and future one-on-one engagements is thorough input from industry, offered in an open manner, to aid in DHS' development of sound programmatic requirements as well as preparation of its requirements package.

To prepare for the release of the SIO 3.2.3 solicitation listed above, DHS has established the following tentative schedule. Events and their estimated occurrence dates represented below are subject to change at the discretion of the agency. Anticipated changes will be communicated in a timely manner with industry. An updated notice will be issued to industry regarding a pre-solicitation conference (which is anticipated to be held via webinar) once the date is finalized.
 
DHS reviewed all responses to the subject RFI and SIO 3.2.3 which resulted in the attached revisions to the draft Statement of Work (SOW). It is anticipated that a multiple award BPA will be executed against GSA Schedule 70 in support of the referenced SIO 3.2.3 requirements (provided draft SOW).
 
The anticipated purpose of SIO 3.2.3 is to acquire one or more Software as a Service (SaaS) Talent Development and Training (TDT) solutions via an annual subscription (i.e. Subscription Services) with associated support services (i.e., Information System Compliance Services, Configuration and Implementation Services, and Component Rollout Services). The solution(s) would serve the Talent Development and Training needs of the Department by providing a Learning Management System (LMS) and content repository capabilities. The SaaS solution(s) must provide the flexibilities necessary to support evolving training innovations and support the next generation of employees, while also increasing efficiencies across the user base. The scope of the SOW is anticipated to include the following services: Information System and Security Compliance Services, Configuration and Implementation Services, Component Rollout Services, and Subscription Services.
