The General Services Administration (GSA)has issued the draft Request for Proposals (RFPs) for its Government-wide, indefinite delivery indefinite quantity (IDIQ) professional services contract, One Acquisition Solution for Integrated Services “+” (OASIS+). The agency will issue draft RFPs for the first two of six socioeconomic categories: Unrestricted and Small Business programs as soon as this month.

GSA is seeking industry feedback in anticipation of a complete draft RFP released in FY2023 By April 25th, 2024.


OASIS+ is a Multi-Agency Contract (MAC) designed to offer flexible and innovative solutions for complex professional and engineering services spanning various service disciplines and contract types. OASIS + combines three professional services multi-agency vehicles: OASIS; OASIS Small Business; Human Capital and Training Solutions (HCaTS); and Building, Maintenance, and Operations (BMO).


GSA is not limiting the number of OASIS+ contracts awarded, and it intends to make an award to each Qualifying Offeror. All proposals will be evaluated “until they have either been determined eligible for award, or rejected for non-conformance to the solicitation requirements,” according to draft Section M Evaluation Requirements issued by the agency.


GSA will organize OASIS+ by domains — functional groupings of services that span multiple NAICS codes and GSA category management markets. OASIS+ will have between 9 and 15 related domains with some specialized domains based on specific agency needs. The domains currently in scope are:


Management and Advisory

Technical and Engineering

Research and Development

Intelligence Services

Enterprise Solutions

Environmental Services

Facilities

Logistics


Bidders also need to consider their teaming arrangements when submitting for OASIS+, as GSA will accept “only one privity of contract offer under each Domain and Services MAC solicitation (e.g. HUBZone, Small Business, etc.).” A prime offeror itself or a member of a Joint Venture may not also be a member on another Joint Venture offer within the same domain and socioeconomic solicitation. All offers violating this prohibition will be rejected with no further evaluation.

Bidders can compete in multiple categories; however Qualifying Projects (QPs) and Federal Experience Projects (FEPs) may not be used in more than one proposal within a single domain and solicitation. Bidders may submit a project in different socioeconomic solicitations (e.g. HUBZone, small business, etc.) without penalty. QPs and FEPs used in more than one proposal in a given domain and socioeconomic solicitation will be removed from all proposals and will not be evaluated.


According to draft instructions, bidders may submit a maximum of five distinct Qualifying Projects for OASIS+. Each Qualifying Project must be either:


a single contract – including prime contracts, subcontracts, and commercial contracts

A single task order awarded under an indefinite delivery, indefinite quantity (IDIQ) or Blanket Purchase Agreement (BPA), including single or multiple award

A task order under a Federal Supply Schedule contract (FAR 8.405-2) or BPA (FAR 8.405-3)

An Other Transaction awarded under Other Transaction Authority (OTA)


And, each Qualifying Project must:

Be a contract or order for services in accordance with FAR Part 37

Meet or exceed a minimum annual value of $250K, or $150K for QPs submitted by the protégé within a Mentor-Protégé CTA

Be ongoing (with at least six months of completed performance) or completed within five years from the date proposals are due

Cannot have an associated record of negative past performance (e.g. on a 5-point scale, average of scores <3.0).
