Naval Information Warfare Systems Command (NAVWAR) and Naval Information Warfare Centers (NIWC) Atlantic and Pacific announce the IWRP Consortium Quarterly Industry Day hosted by Advanced Technology International (ATI), the IWRP consortium management firm, on 16-17 October 2025, at 0800 Eastern Time at the Charleston Marriott, 170 Lockwood Blvd, Charleston, SC 29403.

It is anticipated that the topics may be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP consortium members. This is not an RPP and is intended for planning purposes only. A project will not be awarded from this announcement. In addition to RPPs, the Government may present Pre-Solicitation Collaborations (PSCs) and Technical Collaboration Exchanges (TCEs). RPPs and PSCs will include a short brief and one-on-one breakout sessions. TCEs consist of a short brief and round table discussions. Additionally, this event will introduce a new way of presenting topics called a Broad Request for Prototype Projects (BRPP). The BRPP concept is explained below. The RPP/PSC/TCE topic descriptions are provided below and are subject to change leading to the event.

The BRPP topic titles will be provided soon and are also subject to change leading to the event. It is expected that more RPP/PSC/TCE/BRPP topics will materialize leading to the event. In order to obtain more information regarding the specific projects, you must be a member of the IWRP consortium. The purpose of this announcement is to provide members of the IWRP consortium, and industry in general, advanced notification of government intent.26-LANT-2974 MBSE Software with AI Plugin (RPP)The proposed prototype is an AI-Assisted Model Development and Assessment Plugin designed to integrate with existing modeling tools, such as Cameo Systems Modeler, to enhance engineering workflows.

Leveraging secure Large Language Models (LLMs) like NIPRGPT or CAMOGPT, the plugin automates tasks such as generating models from documents and images, assessing model quality, identifying gaps, and ensuring compliance with standards like MOSA. By providing actionable recommendations and streamlining complex processes, this innovative solution aims to reduce development time, improve model accuracy, and support advanced analysis, including safety and cyber vulnerability assessments, within secure government-controlled environments.26-LANT-3038 Airborne Network Operation Link -ANOLE (PSC)ANOLE is a hyper-portable command and control system for small drone swarms at the tactical edge. It is intended to receive data from the rear and use Group 1/2 UAS to autonomously detect and track objects of interest at a large range. The system shall be useable in a backpack form factor and be environmentally ruggedized. NTCSS Architecture Refactor (TCE)The Naval Tactical Command Support System (NTCSS) is undergoing a modernization effort that leverages advanced technologies like Artificial Intelligence (AI) to streamline operations, improve efficiency, and improve delivery timelines. A key focus is refactoring the existing, complex legacy codebase using AI-powered tools.

This aims to reduce technical debt, improve code maintainability, and pave the way for a more agile and responsive system Furthermore, NTCSS is actively working to eliminate the reliance on its legacy thick client architecture by migrating functionalities to modern, web-based platforms.*********New to IWRP beginning this upcoming General Membership Meeting (GMM) and Quarterly Industry Day (QID) on October 16-17, 2025.What is coming: Broad Request for Prototype Projects (BRPPs)We are launching a new way to do business with the intention of making things faster and easier for everyone. During the October GMM and QID, the Government will be presenting a bunch of different technology areas we are interested in.


The first batch of BRPP topics will be focused on advanced non-kinetic effects. The technical focus areas relevant to this BRPP will include cyber warfare, assured communications, artificial intelligence/machine learning, and electromagnetic spectrum. Think of these as prototyping shopping lists for capabilities we need.

The first BRPP will be referenced through IWRP as 26-LANT-BRPP1. Each topic will have its own 2X-LANT-XXXX topic number and be tied to its overarching BRPP title (2X-LANT-BRPPX). Subsequent topics can be posted and tied to 26-LANT-BRPP1 for up to two years from its posting. Note: This announcement (the one you are reading now) is just a planning notice. The quad charts and overarching BRPP will be posted to the IWRP Members-Only website ahead of the QID. Here is how the BRPP will work: Instead of the usual, one specific requirement at-a-time approach,we want to build a ready-to-buy storefront.


Here is the deal:

1. We will put out broad topics of interest.

2. Consortium Members submit as many Enhanced White Papers (EWPs) under each topic as they can showing us all the things they can do.

3. If the solution demonstrates an adequate approach/understanding of the topic requirements, it goes into the BRRP basket of ready-to-go capabilities for potential prototyping.

4. When funding shows up for urgent operational needs (think RCO-type sponsors), we can quickly pull the pre-competed solutions out of the basket instead of starting from scratch.

5. We will post new topics consistently to keep the storefront updated and relevant.


Why this matters: EWPs rated as met in accordance with the BRPP will stay available for up to two years after submission.

When money becomes available, we can move fast, targeting a procurement acquisition lead time that is at least twice as fast as historical prototype awards.


The Bottom Line: We want as many solid capability EWPs as we can get. The more options in our storefront (the basket), the better.

This is your (Consortium Members) chance to get your solutions pre-approved and ready to go when opportunity knocks.

Mark your calendars for October and start thinking about what capabilities you want to get into the BRRP basket.
