This letter is an advance notice that the Department of Transportation (DOT), Federal Highway Administration (FHWA), Office of Technical Services Accelerating Market Readiness (AMR) Program, intends to release a new five-year open Broad Agency Announcement (BAA).

The purpose of this BAA is to solicit a variety of solutions that will support the strategic objectives of  the AMR program The AMR program will provide resources for the rapid, national assessment of emerging innovations and for the development of objective-written documentation of these assessments. These activities are intended to help advance the innovations to a more complete market-ready status, which in turn should accelerate the adoption of the innovations by transportation agencies.


The AMR program will:

Provide a shared-risk environment to conduct field proof-of-concept activities for emerging innovations and technologies with the maximum potential to shorten the project delivery process, enhance roadway safety, and improve the performance of the transportation infrastructure.


• Provide sound, objective, detailed, and coordinated evaluation of the emerging innovations and technologies that are supported in the AMR program.


• Document and communicate the findings provided above throughout the transportation community to foster the advancement of the emerging innovations and technologies into
more widespread adoption and practice. FHWA’s strategic goals and objectives are described in more detail in the most current FHWA Strategic Plan, https://highways.dot.gov/sites/fhwa.dot.gov/files/2023-05/FHWA_Strategic_Plan_05.25.23.pdf.


The purpose of this letter is to notify all Open Market Industry Partners (IPs) that a Virtual Industry Day will be held on November 20, 2024, through Microsoft Teams. A meeting invite
link will be provided to attendees who pre-register.

The presentation will begin promptly at 1:00PM Eastern Time (ET). Please test equipment prior to the start time. The purpose of this Virtual Industry Day will be for the Government to explain the overall FHWA Office of Technical Services vision as well as to provide details regarding the AMR BAA requirements identified at this time.


Each interested IP shall email their RSVP request to the FHWA Contract Specialists, Kristen Hayes at kristen.hayes@dot.gov and Khadija Osman at khadija.osman@dot.gov , no later than 11:00 am ET on November 14, 2024. In the email, the interested party should include the following information:


• Company name
• Point of Contact (POC) name
• POC email address
• POC phone number
• Names of additional individuals who will view the presentation



Please note that Industry Day attendance is limited to three individuals per Interested Party

There will be an opportunity for IPs to submit questions during the presentation using the chat function in Microsoft Teams. IPs may also submit questions in advance to the FHWA Contract Specialists, Kristen Hayes at kristen.hayes@dot.gov and Khadija Osman at khadija.osman@dot.gov .

The Government will present information regarding its current strategy and business drivers for a forthcoming acquisition. After the presentation, the Government will accept questions. If additional information is needed for certain questions, the Government will record them and attach responses via SAM.gov after the event.


During the Virtual Industry Day Session, each IP will be asked to fill out a Google Form with its list of attendees. It is the Government’s intent to release all attendees’ names and contact information to SAM. If you would like to opt out of having your information released, please mention that in your firm’s RSVP request email.
